A hospital built on compassion, challenged by complexity

Woodstock Hospital is a community hospital in Woodstock, Ontario, dedicated to delivering people-centred care grounded in the values of compassion, innovation, collaboration, and accountability. With more than 1,300 full-time employees, Woodstock Hospital is a cornerstone of health services in Oxford County.

To modernize its administrative and operational infrastructure, the hospital undertook a full-suite Oracle Fusion Cloud implementation — spanning Human Capital Management (HCM), Payroll, Procurement, and Financial Management.

An opportunity to optimize and strengthen

Following the go-live of its Oracle Fusion Cloud environment, Woodstock Hospital recognised an opportunity to further optimize the system and address a number of areas where greater alignment with their workflows would improve the day-to-day experience for staff across the organization.

The hospital engaged Novamodus to conduct a structured review of the environment, identify opportunities for improvement, and work collaboratively with their teams to deliver practical, lasting solutions — all without disrupting the live system that clinical and administrative staff relied on every day.

System Optimization
Novamodus reviewed the Oracle configuration across HCM, Payroll, Procurement, and Finance to identify opportunities to better align system settings with Woodstock's specific business processes and operational workflows.
User Experience Enhancement
Working directly with staff across departments, Novamodus focused on streamlining day-to-day system interactions — reducing manual effort, improving consistency, and building confidence in the platform across the organization.
Structured Improvement Roadmap
Novamodus delivered a clear, prioritized findings report — distinguishing immediate wins from longer-term enhancements — giving Woodstock Hospital's leadership a practical and actionable path forward.

Optimodus System Analysis
Using our proprietary Optimodus optimization toolset, Novamodus conducted a deep-dive analysis of Woodstock's entire Oracle Fusion Cloud environment. Every module was examined for configuration drift, process gaps, and usability bottlenecks — surfacing the root causes of user-reported pain points with precision and speed.
Proactive In-Flight Fixes
Rather than simply delivering a report, Novamodus resolved a significant number of identified issues during the assessment itself — tweaking configurations and working directly with end users to deliver immediate relief. Staff saw results before the engagement was formally complete.
Prioritized Findings & Roadmap
Novamodus delivered a structured findings report categorizing all identified issues into short-term wins — items actionable within weeks — and longer-term considerations requiring phased remediation. This gave Woodstock Hospital's leadership a clear, credible path forward.
Application Managed Support & Continuous Improvement
With the system stabilized, Novamodus transitioned into an ongoing Application Managed Support (AMS) role. We continue to resolve outstanding issues while simultaneously implementing new Oracle functionality identified to further optimize Woodstock's processes — turning the engagement from rescue mission into a long-term partnership.

Beyond stabilization — redesigning how Woodstock works.

The Woodstock General Hospital engagement was, in substance, a post-implementation transformation program. While the initial Oracle Fusion Cloud deployment by a prior systems integrator had occurred, the configuration did not reflect how the hospital actually worked — workforce and payroll rules were applied inconsistently, manager and HR roles were unclear, and recurring payroll and process issues were eroding confidence in the platform. Novamodus led the operating model realignment and change work that had not been completed during the initial implementation.

Operating Model Redesign
Novamodus led the redesign of how HR, payroll, workforce, and finance services were delivered within the hospital — clarifying roles and accountabilities across managers, HR, payroll, finance, and operational users, and redesigning governance frameworks for configuration changes, issue triage, and resolution ownership. Self-service adoption that the initial deployment had not achieved was embedded through structured reinforcement.
CBA-Driven Workforce Process Design
Novamodus worked with hospital stakeholders to validate how collective agreement provisions actually operated on the ground — redesigning processes for overtime, shift premiums, leave treatment, retroactive adjustments, and scheduling-related pay impacts. Both the operating processes and Oracle configuration were realigned so that payroll outcomes were accurate, consistent across employee groups, and sustainable over time.
Post-Implementation Change Management
Novamodus applied a structured change approach calibrated to the post-implementation context — where users had already experienced a transition and trust needed to be rebuilt. Role-based training was built around real hospital scenarios (time approval, workforce scheduling, payroll review, self-service tasks), with scenario-based learning, super-user development, and manager enablement focused on restoring confidence in completing workforce and approval tasks.
30–45% Reduction in Payroll Remediation
Recurring payroll remediation items reduced by approximately 30–45% through configuration realignment and validation of payroll business rules. Resolution time for workforce and payroll issues improved by approximately 25–35% through clearer issue ownership and structured triage processes.
Payroll Confidence Restored
Payroll processing confidence was restored through reduced dependency on manual corrections and increased consistency across employee groups. CBA-driven rules for overtime, shift premiums, leave, retroactive adjustments, and manager approvals were successfully validated and embedded across all employee groups.
Foundation for Further Enhancement
Manual review effort for time, scheduling, and pay scenarios reduced by approximately 20–30%. Recurrence of previously identified configuration issues materially reduced through governance redesign. A foundation was established for further module expansion, process automation, and continuous improvement.
