The City of Richmond, located on the coast of British Columbia’s Lower Mainland, is a vibrant city with a population of around 220,000. Home to the Vancouver International Airport and a host city for the 2010 Winter Olympics, Richmond began exploring options in 2022 to replace its 20-year-old Capital and Budget Model tool. The goal was to find a modern planning and reporting tool that would seamlessly integrate with their existing PeopleSoft ERP and HCM applications, supporting future growth and marking the first step in their transformation journey from on-premise solutions to a modern, cloud-based integrated solution.

The City had been relying on outdated applications that required tedious enhancements to meet their evolving planning needs. This not only delayed the planning process but also impacted their budgeting, long-term planning, and reporting timelines, making them heavily reliant on spreadsheets and external tools for document retention and historical data. Their objective was to implement a best-in-class Planning Application that would enhance their financial capabilities, improve efficiencies, and be user-friendly and intuitive for a broad user base.
Successs
After several rounds of evaluation, the City determined that Oracle Enterprise Performance Management (EPM) Planning was the optimal tool to meet their planning and reporting needs. This decision marks the beginning of their journey towards a fully integrated financial function, preparing them for future transformation.
Converting City of Richmond’s Vision into Action
Starting in August 2023, Novamodus began implementing Oracle EPM Planning for the City of Richmond. Using the Citymodus methodology, they streamlined the discovery phase, helping the City understand how Oracle EPM’s Financial Planning, Workforce Planning, Project Planning, and Management Reporting tools would enhance their Capital Project Planning, Compensation Planning, and long-term Financial Planning. Novamodus’ tailored Solution Design Documents made the process smoother and more efficient for the City.
The City of Richmond had unique requirements beyond Oracle EPM Planning’s standard capabilities. Novamodus replaced a tool used for capital submissions, operational budget requests, fund management, and budget reporting to the council. Their flexible implementation approach and deep knowledge of Oracle applications allowed them to provide innovative solutions to these challenges. After addressing the functional aspects, Novamodus collaborated with the City’s IT team to ensure seamless integration with the City’s existing ERP, HCM, and SSO systems, enhancing the overall user experience.
In August 2024, the City of Richmond successfully launched their new Planning solution, modernizing their budgeting processes and kickstarting their financial transformation journey.
